Okay, so you may only have a cell phone that takes crappy photos. But you can still take photos. They may not be in focus, they may be grainy, but it is the content and cropping that really make the photo.
...and some work in a professional image processing program, if you happen to have one.

Two notes.
1) Yes. The water actually was that color. They're working on fixing it now.
2) I recommend you use TinyPic.com to load your photo. On the "Resize" option, choose "Message Board (640x480)".

Tinypic is free to use, no account needed. But having an account could be helpful if you want to access all the photos you've uploaded at some point in the future.
I don't bother. If its a photo I want to access later, I upload it to MySpace (that's the only reason I have a MySpace page, to host photos I want to use now and in the future). Otherwise, to tinypic I go.

I have some wonderful underwater photos from when we pearl diving in Bali a few years ago. Was such an amazing experience. Unfortunately we didn't come home with any found pearls but the beauty in the shallows over there was plenty to take away. I'll dig them out in a little while and post them here.

While I've apparently never posted any photos to this thread, I know I've posted a mess of them here and there around the forums. It seems that Photobucket is reconfiguring their account permissions so that in order for my account to be allowed third-party hosting permission, I'll need to send them money.
This will not be happening.
