First, a little primodial history. Let us skip far far FAR backwards in time to the 2nd galactic reconquest by
Yog Sothoth, at the conclusion of which IT gave birth to The Flying Spagetti Monster (TFSM) after first consuming several million stars and a lot of interstellar gas.
{Note: This was long before the evolution of wheat, so TFSM roamed the galaxy unclad, in a state of pure energy. Technically that counted as an instance of divine nudity, so those following this puzzle will please respectfully avert their imaginations accordingly.}Skipping ahead a full temporal epoch brings us to the 3rd galactic reconquest of
Yog Sothoth, and in particular to the great flying polyp invasion of
Pannotia during the Neoproterozoic Pan-African Orogeny (that’s 599,949,357 BC for those unfamiliar with the timelines of the Church of Cuthulhu). The invasion was led by none other than TFSM himself, who, as a fresh faced recruit of only seventeen million of years of age, distinguished himself in combat against the age-old enemies of the Cuthulhu pantheon, the mighty and inscrutible
Mi-Go. Eventually, the invasion ended in a stalemate, and resulted in a temporary cosmic truce wherein it was agreed that in order to foster the cause of universal Entropy and Chaos, that the following laws of mathematics would be changed across all space and time:
1) Addition and Subtraction would be elevated to a higher level of operand priority than exponentials, multiplication and division, and that division would out rank multiplication.
2) All prime numbers were considered unholy and forbidden, and should be replaced with the nearest higher non-prime number at the instant of recognition (ex: 113 became 114).
3) Decimal places right of unity were forbidden and had be expressed longhand with legal operands after all other operations were complete (ex: 7.12 became 8 and 12/100 ... recall that 7 is an unholy prime and thus becomes 8).
The terms of the truce were later repealed during the 5th cosmic anaphylaxis of
Azathoth, and TFSM eventually left military service to found his own pantheon, but that’s fodder for a separate tale. Meanwhile, what is (or rather WAS) the value of the following expression back when the Pannatoian entropic truce was still in effect ?
11+3/4^4+38*5+17-12

Bonus points to those who include a derivation for their answer.
