Here's a page that will help anyone who is distrusting qinwaiwai's Chinese symbols! It says that 干杯 means "Cheers!". But no pronunciation guide, I'm afraid.

Tell people that they will have to pay big fines if they do not clean up after their dog. Make pet owners get their pets microchipped. Collect all loose dogs and destroy after seven days all those that haven't been collected and aren't microchipped. Contact the owners of stray microchipped pets and fine them for allowing their pet loose.
